Kazakhstan, Turkmeinistan, Uzbekistan claims that they don't get their share from the rivers great rivers, the Syr Darya and Amu Darya.  The root of the problem is the disintegration of the resource-sharing system the Soviet Union in the region util it collapsed in 1991. Long-term negative consequences like extensive corruption and failing infrastructure. The region also had to face the climates and its effects. Kyrgystan and Tajikstan provided water in summer and coal in winter to the affected countries at first. As time goes by, the Regional leaders refused in helping the affected countries and tried to modernise water sectors but they failed in doing so. The governments finally agreed to raise fund in fxing the water passage. In this case, they would apply cooperation and generosity for the needy.
